These are Bladesmithing Tongs for barstock.

They're available for holding 3 sizes of barstock: 1/4" x 1", 1/4 x 1 1/2" and 1/4" x 2".

The side jaw design allows you to grip the barstock in any part of the bar.

The tapered reins(handles) make the reins springy; which makes the grip strong on the workpiece and easy on your hands.

The tongs are made by Master Blacksmith Bernie Tappel of Missouri.
